BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.
The ITSM team ensures BCS ITIL processes are operationally relevant and optimised with sufficient controls, providing Technology Teams with a framework to operate and deliver IT services to our customers.
The ITSM Continual Service Improvement (CSI) Lead is responsible for driving service excellence, process maturity, operational effectiveness, and strategic improvement initiatives across the organization. The role establishes and manages the CSI practice, identifying opportunities for improvement, prioritizing initiatives, measuring benefits realization, and ensuring that technology services continuously evolve to support business objectives, regulatory requirements, and customer expectations.
The incumbent also ensures effective governance, compliance, lifecycle management, and optimization of hardware, software, cloud, and SaaS assets while maintaining an accurate view of the organization's technology estate.
Key Responsibilities
Asset Management:
- Establish and lead the enterprise-wide IT Asset Management strategy covering hardware, software, cloud, and SaaS assets.
- Ensure compliance with MAS regulations, cybersecurity requirements, and internal governance standards related to IT assets.
- Oversee and continuously improve the full asset lifecycle, including procurement, deployment, maintenance, refresh, and retirement.
- Implement and maintain ITAM tools, asset repositories, CMDB integrity, and asset tracking processes.
- Collaborate with Cybersecurity, Infrastructure, and Application teams to ensure asset hygiene, patch compliance, and end-of-life risk management.
- Participate in internal and external audits and maintain accurate asset inventories for regulatory, financial, and security compliance.
- Establish and enforce asset governance standards, naming conventions, and configuration policies.
- Manage ITAM policies, procedures, training, and stakeholder engagement across Technology, Finance, Procurement, and Risk functions.
Continuous Improvement:
- Maintain the Technology Improvement Roadmap.
- Review CSI policies, standards, success measures, and reporting requirements.
- Align improvement initiatives with organizational objectives, operational resilience goals, and digital transformation strategies.
- Evaluate, prioritize, and manage improvement opportunities across Technology and ITSM practices.
- Establish business cases, expected benefits, implementation plans, and success criteria.
- Track and manage improvement initiatives through completion.
- Manage dependencies, resource requirements, risks, and delivery timelines.
- Conduct maturity assessments across ITSM processes and technology operations.
- Identify process inefficiencies, control weaknesses, operational bottlenecks, and automation opportunities.
- Partner with process owners to improve service quality and operational effectiveness.
- Drive standardization, simplification, and optimization initiatives.
- Define and maintain CSI KPIs, success metrics, and benefits tracking models.
- Measure achievement of improvement outcomes against expected business value.
- Provide executive reporting on service improvement performance and value realization.
- Drive stakeholder engagement and organizational adoption of improvement initiatives.
Requirements
Education and Experience
- Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related field
- Minimum 6 years of experience in IT Service Management, Service Improvement, Operational Excellence, or Technology Governance.
Skills and Knowledge
- Demonstrated ability to lead and deliver enterprise-wide continual service improvement initiatives that drive operational excellence
- Strong knowledge of ITIL 4/5 Continual Improvement practices, with proven experience embedding continual improvement frameworks across IT service management functions.
- Strong analytical, planning, and programme management skills, with the ability to manage multiple priorities.
- Good stakeholder management and communication skills, with experience influencing and engaging senior leaders and cross-functional teams.
- Experience working within regulated environments, preferably in the financial services sector.
- Working knowledge of ServiceNow and its application in IT service management and continual improvement initiatives is an advantage.
Professional Certifications
- ITIL 4/5 certification preferred.
