BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.

Position Summary

 

Platform Technology ensures BCS ITIL processes are operationally relevant and optimised with sufficient controls, providing the IT teams a framework to operate and deliver IT services to our customers.
The Change Manager role is primarily manages all technology all technology changes are reviewed as per the change management process. The incumbent will run change approval board, review the status and quality of the change details, ensure necessary approvals are obtained and track the closure closely.

 

Key Responsibilities

  • Able to run change approval board with technical teams and leads
  • Develop and implement comprehensive change management plans and strategies.
  • Lead and manage cross-functional teams to achieve change objectives.
  • Prepare reports for senior stakeholders on the list of approved changes with its associated risk category.
  • Monitor and report on change progress, identifying and mitigating risks.
  • Collaborate with project managers to integrate change management into project plans.
  • Foster a culture of change resilience and continuous improvement with risk mindset.
  • Perform analysis to identify change trends.
  • Review incidents to ensure that they documented correctly as the per the Incident Management process.
  • Track and report all Change Management related KPIs.
  • Perform post implementation review for failed changes and changes resulted in incidents

 

Release Management:

  • Develop and implement release management strategies, processes, and procedures.
  • Coordinate releases, including scheduling, resource allocation, and stakeholder communication.
  • Work with development teams to understand release requirements and dependencies.
  • Ensure role segregation is maintained as per BCS software release management policy and standard.
  • Work with QA to ensure thorough testing and quality assurance.
  • Coordinate with operations, technology and external teams for smooth deployment and rollback planning.
  • Manage and mitigate release risks, issues, and conflicts.
  • Communicate release plans, status, and changes to stakeholders.
  • Ensure compliance with organizational policies, procedures, and industry standards.
  • Continuously improve release management processes and practices

Requirements

  • Minimum 5-10 years of working experience in change management in a large organisation
  • Experience working in a regulated financial institution is an advantage.
  • Good understanding of digital payments landscape is a plus.
  • ServiceNow experience will be a plus.
  • Strong understanding of software development life cycles (SDLCs) and release management methodologies.
  • Experience with release management tools, code repository and DevSecOps pipelines (e.g., JIRA, ServiceNow, AWS Code Pipeline, GitHub, BitBucket)
  • Effective communication skills and able to articulate complex matters in concise manner.
  • Good inter-personal skills with the ability to manage stakeholders well.
  • Self-motivated and able to work independently.
  • ITIL 4 certified.
