BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.
Secretariat and Business Support Manager
Role Purpose
The Secretariat and Business Support Manager provides high quality, end‑to‑end secretariat, administrative, and general business support to key internal committees, forums, and strategic planning activities. The role ensures meetings are well structured, decisions are clearly documented, and follow‑up actions are effectively managed.
The role focuses on agenda planning, content coordination, minute taking, decision and action tracking, administrative and general duties, and proactive stakeholder follow‑through. Over time, the role may take on additional business, administrative, or project support responsibilities, subject to organisational priorities and individual capability.
Key Responsibilities
1. Committee & Meeting Secretariat (Primary Focus)
- Act as the end‑to‑end secretariat for selected Board, management, working committees, and planning forums
- Partner closely with committee chairpersons to:
- Develop and structure clear, outcome‑oriented agendas
- Distinguish between decision, discussion, and information items
- Ensure meetings are well paced, purposeful, and focused on outcomes
- Coordinate with stakeholders to source, consolidate, and quality‑check meeting materials
- Proactively follow up with topic owners to ensure timely submission of papers, updates, and inputs
- Prepare, finalise, and distribute meeting materials in accordance with agreed timelines
2. Minutes, Decisions & Action Management
- Attend meetings and produce accurate, concise, and professional minutes
- Clearly document:
- Key discussion points
- Decisions taken
- Action items, responsible owners, and agreed timelines
- Maintain and track matters arising, following up with stakeholders to ensure timely progress and closure
- Escalate overdue, unclear, or high‑risk action items to the appropriate owner and/or committee chairperson where necessary
3. Strategic Planning & Secretariat Support
- Provide administrative and secretariat support for strategic planning activities, including:
- Secretariat support for planning meetings, workshops, and offsites
- Coordination of planning materials, inputs, and timelines
- Documentation of key discussion points, decisions, and agreed outcomes
- Tracking and follow‑up of strategic planning actions and deliverables
- Support alignment and coordination across stakeholders involved in strategic planning processes
4. Business, Administrative & General Support (Evolving Scope)
- As part of the Business Management Office / CEO Office, provide administrative and general support for broader business activities, which may include:
- Preparation of presentation materials for the CEO and senior management
- Development of briefing notes, summaries, and discussion papers
- Cross‑team coordination and follow‑up on priority initiatives
- Administrative support for projects, programmes, and internal governance activities
- Contribution to team building and engagement activities, including planning and execution
- Perform other duties as assigned by the Head of Business Management Office or Senior Management
- The scope of non‑secretariat responsibilities will evolve over time in line with business priorities

- Demonstrated experience in secretariat, administrative, or senior stakeholder support roles
- Strong written communication skills, particularly in minute taking, decision documentation, and planning outputs
- Ability to synthesise complex discussions into clear, structured, and accurate documentation

- Ability to hold stakeholders accountable for the timely delivery of updates and actions
- Proven ability to manage multiple workstreams and competing deadlines

Experience & Background
- Minimum 5 years of relevant work experience; candidates with fewer years of experience may be considered where their overall profile and capabilities are assessed to be a strong fit
- Prior experience supporting management‑level or senior leadership meetings in a corporate environment
- Background in secretariat, consulting (including PMO and transformation engagements), executive support, project coordination, or related roles
