BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.
The Technology Division at BCS is responsible for the operations, maintenance, and support of BCS applications such as FAST, Giro, CTS, PayNow, SGQR, TFR, eGIRO and its critical infrastructure, ensuring its operational stability, regulatory compliance, and service reliability.
The IT Infrastructure Department under Technology ensures the resilience, security, and high-performance of BCS’ technology infrastructure across various functions of service monitoring, incident management, and technical support. The team ensures seamless operation, maintenance, and strategic growth of core infrastructure components, including networks, servers, storage, middleware, and databases.
The Storage, Backup and Database Lead is responsible for leading the planning, implementation, operation, and continuous improvement of BCS’ database, storage, and backup infrastructure. The role ensures high availability, performance, security, and regulatory compliance across these critical platforms. The incumbent will oversee service delivery, manage vendor performance, and provide technical leadership to support business and operational objectives. This role will also serve as the backup for the Unix and Windows Infrastructure team, where required.
Responsibilities
Leadership & People Management
- Lead and manage the Oracle Database, Storage, and Backup operations team.
- Develop team capabilities through coaching, mentoring, training, and performance management.
- Establish clear operational objectives, KPIs, and service delivery targets.
- Foster a culture of accountability, collaboration, innovation, and continuous improvement.
- Manage resource planning, workload balancing, and succession planning.
- Engage business stakeholders to understand service requirements and priorities.
- Manage relationships with technology vendors, support providers, and strategic partners.
- Monitor vendor performance against contractual commitments and service expectations.
- Act as backup manager for Unix and Windows infrastructure teams.
- Support cross-functional infrastructure initiatives and enterprise projects.
- Collaborate with network, security, middleware, cloud, and application teams.
- Contribute to infrastructure modernization and automation strategies.
Database Management
- Oversee administration and support of Oracle Database environments including production, DR, UAT, and development systems.
- Ensure database availability, performance, security, and capacity management.
- Govern database patching, upgrades, migrations, and lifecycle management activities.
- Review and approve database architecture and operational standards.
- Ensure compliance with security, regulatory, and corporate requirements.
Storage & Backup Operations
- Manage enterprise storage platforms supporting mission-critical applications and databases.
- Oversee backup and recovery operations to ensure adherence to RPO and RTO requirements.
- Ensure successful execution, monitoring, validation, and reporting of backup activities.
- Lead storage capacity planning, performance optimization, and lifecycle management.
- Coordinate storage and backup infrastructure upgrades and technology refresh initiatives.
Disaster Recovery & Business Continuity
- Own and coordinate IT Disaster Recovery (DR) planning and execution activities.
- Lead regular DR exercises and validation tests ensuring business continuity readiness.
- Document lessons learned and drive remediation actions following DR tests.
- Ensure DR documentation is current, accurate, and audit ready.
- Collaborate with business and technology stakeholders to strengthen resilience capabilities.
Service Management & Operations
- Manage operational support using ITIL-based service management practices.
- Lead Major Incident Management and ensure timely service restoration.
- Drive root cause analysis (RCA) and preventive actions for recurring incidents.
- Govern problem management processes and continuous service improvement initiatives.
- Ensure service level agreements (SLAs) and operational metrics are achieved.
Change & Release Management
- Participate in Change Advisory Board (CAB) activities.
- Review and approve infrastructure changes related to databases, storage, backup, Unix, and Windows environments.
- Ensure changes are properly risk-assessed, documented, tested, and implemented.
- Drive change success rates while minimizing business disruption.
Audit, Risk & Compliance
- Lead engagements with internal auditors, external auditors, and regulatory reviewers.
- Ensure timely closure of audit findings and compliance actions.
- Maintain infrastructure documentation, operational procedures, and evidence repositories.
- Strengthen controls aligned with security, operational risk, and governance requirements.
- Support risk assessments and infrastructure compliance programs.
Requirements
Education and Experience
- Bachelor’s degree in Information Technology, Information Systems, Computer Science, or a related field.
- Minimum 10 years of IT Infrastructure experience in managing enterprise databases, storage, and backup environments with at least 5 years in leadership or managerial responsibilities.
Skills and Knowledge
- Strong experience managing Oracle database environments within enterprise settings.
- Hands-on expertise in enterprise storage, backup, and data protection solutions.
- Proven track record in leading disaster recovery (DR) exercises and business continuity initiatives.
- Experience managing audit engagements, regulatory compliance, and governance requirements.
- Strong stakeholder management skills, with a proactive approach to addressing complex issues and driving collaborative problem resolution. Excellent ability to communicate technical and strategic information effectively across all organisational levels, fostering collaboration and alignment.
- Experience in managing third-party service providers, including negotiating SLAs, performance monitoring, and ensuring alignment with business objectives.
- Strong problem-solving skills, with the ability to quickly develop solutions that balance technical needs and business impact.
- Meticulous attention to detail, particularly in troubleshooting and documenting processes.
- Ability to manage and prioritise multiple tasks and projects effectively.
