BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.
Team and Position Summary
The Technology Division at BCS is responsible for the operations, maintenance, and support of BCS applications such as FAST, Giro, CTS, PayNow, SGQR, TFR, eGIRO and its critical infrastructure, ensuring its operational stability, regulatory compliance, and service reliability.
The IT Infrastructure Department under Technology ensures the resilience, security, and high-performance of BCS’ technology infrastructure across various functions of service monitoring, incident management, and technical support. The team ensures seamless operation, maintenance, and strategic growth of core infrastructure components, including networks, servers, storage, middleware, and databases.
This Network Manager will report directly to the Head of IT Infrastructure and is responsible for strategic oversight and daily management of BCS’s network services, ensuring its alignment with organisational growth and operational objectives. The Network Manager also plays a critical role in crisis management, overseeing overall network changes, and ensuring collaborative efforts with cross-functional teams to ensure seamless execution of projects and initiatives.
Key Responsibilities
Leadership and Strategy
- Lead and manage enterprise-wide data network and firewall infrastructure operations
- Provide strategic direction and escalation support for all BAU network activities
- Oversee configuration, maintenance and performance of Cisco network devices, Check Point and Palo Alto firewalls
- Ensure all network infrastructure adheres to regulatory compliance and audit requirements
- Work closely with telecom providers and technology vendors to maintain network performance and reliability
- Collaborate with internal stakeholders for infrastructure projects, network changes, and incident response
- Support all IT audits, risk assessments, and remediation efforts related to network operations
- Provide leadership to the Network Team in a heterogeneous environment (production, DR, test) comprising of network & security equipment (eg. routers, firewalls, cryptography equipment) and telecommunication links
Incident and Problem Management
- Provide second level network support and resolve incidents in accordance with the established Service Level Agreement (SLA)
- Perform problem diagnosis on incidents and implement measures to prevent recurrence
Change and Release Management
- Work with the team to plan, schedule and release network system changes to the production environment in accordance with the change management process / procedures
Capacity and Performance Management
- Perform network capacity monitoring and planning for Network devices and Telecommunication links
- Monitor and perform performance tuning to optimize network performance
Process Management
- Devise and implement the underlying processes supporting IT service management, in conformance to corporate security policies and guidelines
Documentation
- Ensure accurate and up-to-date documentation of network architecture, changes, and policies are maintained
Requirements
Education and Experience
- Bachelor’s degree in Information Technology, Information Systems, Computer Science, or a related field
- Minimum of 10 years of experience in managing network operations and security equipment such as Cisco switching and routing, Check Point and Palo Alto firewalls in financial institutions
- Minimum of 5 years of experience in leadership role with a proven track record in managing and developing technical teams
Skills and Knowledge
- Experience in managing vendors, telco providers, and service level agreements
- Familiarity with audit procedures, risk controls, and network security compliance (e.g., MAS TRM preferred)
- Strong stakeholder management skills, with a proactive approach to addressing complex issues and driving collaborative problem resolution
- Excellent ability to communicate technical and strategic information effectively across all organisational levels, fostering collaboration and alignment
- Meticulous attention to detail, particularly in troubleshooting and documenting processes
- Ability to manage and prioritise multiple tasks and projects effectively, particularly in a high-stakes environment with competing deadlines
- Ability to make informed decisions under pressure and effectively manage crisis situations
- Familiar with data center operations will be an advantage
Professional Certifications
- Any certifications in Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP) Enterprise, Microsoft Certified Solutions Expert (MCSE), Check Point Certified Security Administrator (CCSA) and Certified Cloud Security Engineer (CCSE)
