BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.

The Technology Division at BCS is responsible for the operations, maintenance, and support of BCS applications such as FAST, Giro, CTS, PayNow, SGQR, TFR, eGIRO and its critical infrastructure, ensuring its operational stability, regulatory compliance, and service reliability.

The Management Information Systems (MIS) at BCS team manages end-user computing devices, software, and IT security to ensure seamless operations and compliance. Focused on delivering secure and efficient IT services, the team supports device lifecycle management, collaboration tools, and data protection, enabling organisational efficiency.

The MIS Engineer Lead plays a key role in managing and supporting End-User Computing (EUC) tools within on-premises / AWS environment, ensuring compliance and security in a Critical Information Infrastructure (CII) setting. This position involves project management of EUC and EUC-related AI tools, supporting internal and external audits, and ensuring adherence to regulatory and organizational standards. The role requires strong technical expertise in infrastructure technologies, including Nutanix and VMware, and the ability to collaborate with cross-functional teams and stakeholders.

 

Responsibilities:

EUC Tools Support in AWS Environment

  • Deploy, configure, and maintain EUC tools in AWS cloud infrastructure.
  • Monitor performance, troubleshoot issues, and ensure high availability and security.
  • Implement automation and optimization for EUC operations.

 

Project Management

  • Lead projects related to EUC tools and EUC-related AI solutions.
  • Develop project plans, timelines, and deliverables; manage stakeholders and vendors.
  • Ensure projects align with organizational objectives and compliance requirements

 

Infrastructure Expertise:

  • Provide technical support and guidance on Nutanix and VMware environments.
  • Collaborate with infrastructure teams for integration and performance optimization.
  • Ensure security and resilience in CII environments.

 

On-Premises Infrastructure Management:

  • Manage and maintain on-premises infrastructure systems.
  • Ensure integration between on-prem and cloud environments.
  • Implement security and compliance measures for on-prem systems.

 

Device and Hardware Management

  • Manage desktop engineering processes to ensure consistent, secure, and high-performing desktop environments.
  • Enforce Mobile Device Management (MDM) policies to ensure secure and compliant use of mobile devices.
  • Manage Virtual Desktop Infrastructure (VDI) to provide flexible, secure access for end-users across locations.

 

Software and Application Management

  • Supervise application packaging, testing, and deployment to ensure timely and secure delivery of software to end-user devices.
  • Oversee patch management to address vulnerabilities and maintain system functionality.
  • Conduct software license audits to ensure compliance with vendor agreements and legal requirements.

 

Security and Compliance

  • Enforce security measures on all end-user devices, including antivirus, encryption, and firewalls, to safeguard organisational resources.
  • Manage user access rights, ensuring permissions align with job requirements and security policies.
  • Develop and maintain backup and recovery processes for end-user data to prevent data loss and ensure continuity.
  • Assist internal and external audit processes for EUC systems.
  • Ensure compliance with regulatory standards and organizational policies.
  • Maintain documentation and evidence for audit readiness.

 

End-User Support and Service Management

  • Oversee incidents and problems related to end-user computing, ensuring timely support to restore normal operations and prevent future occurrences.
  • Ensure high availability and effective support for remote access and collaboration tools.

 

Requirements:

Education and Experience

  • Bachelor’s degree in information technology, Information Systems, Computer Science, or a related field. 
  • Minimum of 10 years of experience in end-user computing, device management, or systems management, preferably within the payment or financial services industry.

 

Skills and Knowledge

  • Strong expertise in desktop engineering, Mobile Device Management (MDM), and Virtual Desktop Infrastructure (VDI).
  • Proficiency in IT Service Management (ITSM) tools and frameworks (e.g., ITIL).
  • Experience with software deployment tools (e.g., SCCM, Intune) and patch management processes.
  • Experience in VMWare / Nutanix environment.
  • Strong knowledge of security requirements (e.g., PDPA, GDPR).
  • Strong communication and stakeholder management skills.
  • Knowledge of regulatory and compliance requirements related to payment systems is an advantage.
  • Experience in managing third-party service providers, including negotiating SLAs, performance monitoring, and ensuring alignment with business objectives.
