BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.
The Product division at BCS leads industry wide engagements and manages the end-to-end lifecycle of payment products, collaborating closely with scheme owners and participants to ensure alignment with industry needs and regulatory requirements.
The Product Manager will play a key role in supporting strategic payment transformation initiatives from concept through industry adoption. This includes developing business cases, funding proposals, proof-of-concepts (POCs), whitepapers, and implementation roadmaps for industry-wide payment solutions. The incumbent will coordinate cross-functional teams to evaluate new technologies, establish operating models, develop cost estimates, and ensure alignment with regulatory, operational, and business requirements.
The role requires extensive engagement with regulators, financial institutions, government agencies, and industry participants to build consensus, secure support, and drive adoption of new payment capabilities. The incumbent will also be responsible for maintaining robust documentation, governance records, and compliance processes throughout the product development lifecycle.
Through effective stakeholder engagement and disciplined project execution, the Product Manager will contribute to the successful development, funding, and implementation of next-generation payment infrastructure that strengthens Singapore's payment ecosystem.
Key Responsibilities
- Support the identification, evaluation, and development of next-generation payment solutions and industry transformation initiatives.
- Conduct industry research, market assessments, and technology evaluations to identify emerging payment trends, opportunities, and innovation areas.
- Develop business cases, whitepapers, concept papers, and strategic recommendations to support industry initiatives and regulatory engagements.
- Work with internal and external stakeholders to prepare government funding proposals, grant applications, project justifications, and funding reports.
- Develop project cost estimates, financial models, benefit analyses, and budget forecasts to support funding and investment decisions.
- Coordinate and manage proof-of-concept (POC), pilot, and industry trial activities, including defining objectives, success criteria, and outcome reporting.
- Gather, analyse, and document business, operational, technical, legal, risk, and regulatory requirements.
- Prepare and maintain project documentation, governance records, operating procedures, implementation plans, and decision papers.
- Facilitate working groups, workshops, and industry forums involving regulators, financial institutions, technology partners, and industry participants.
- Develop implementation roadmaps, target operating models, participant requirements, and adoption strategies.
- Organise demonstrations, showcases, and industry engagement sessions to promote awareness and adoption of new payment capabilities.
- Present project updates, recommendations, funding requests, and initiative outcomes to senior management, regulators, industry committees, and external stakeholders.
- Work closely with Technology, Operations, Legal, Risk, Compliance, and Finance teams to ensure projects comply with governance, regulatory, and organizational requirements.
- Monitor project risks, dependencies, compliance obligations, and milestones, ensuring timely escalation and resolution of issues.
- Support implementation readiness, participant onboarding, industry communications, and post-implementation reviews.
- Contribute to continuous improvement of product development, innovation, governance, and stakeholder engagement processes.
Requirements
Education and Experience
- Bachelor’s Degree in Business, Technology, or a related field.
- Minimum 5 years of experience in product development, product management with specific industry expertise in at least one of the following areas: banking / financial platforms
Skills and Knowledge
- Strong understanding of payment systems, financial market infrastructures, banking services, or financial technology solutions.
- Experience in product development, innovation management, strategic initiatives, or payment transformation projects.
- Experience in preparing business cases, whitepapers, policy papers, consultation responses, or funding proposals.
- Strong analytical skills with experience in developing cost estimates, financial assessments, and value realization frameworks.
- Ability to coordinate proof-of-concepts, pilot programs, and industry-wide initiatives involving multiple stakeholders.
- Strong stakeholder management skills with the ability to engage regulators, financial institutions, industry bodies, technology partners, and senior management.
- Good understanding of governance, risk management, compliance, and documentation requirements within regulated environments.
- Excellent written communication skills with the ability to prepare high-quality reports, proposals, and executive presentations.
- Strong presentation and facilitation skills, including experience presenting to senior executives, regulators, and industry forums.
- Strong project management, organizational, and coordination capabilities with the ability to manage multiple initiatives concurrently.
