BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.

 

The Product division at BCS leads industry wide engagements and manages the end-to-end lifecycle of payment products, collaborating closely with scheme owners and participants to ensure alignment with industry needs and regulatory requirements.

 

The Business Analyst serves as the liaison between the business and technical teams in translating complex business needs into technological solutions. The incumbent will play a key role in defining functional and scheme requirements and specifications within the payment ecosystem. The incumbent will support the development of test strategies and validate test cases to ensure alignment with established objectives. Additionally, the Business Analyst will develop detailed operations documentation that is efficient, user-friendly, and aligned with operational best practices.

 

Key Responsibilities

 

Requirements Identification and Management

  • Lead requirements gathering workshops and discussions to engage the various stakeholders to elicit and validate business requirements.
  • Translate business requirements and user needs into functional and other specifications, ensuring that scheme and participant requirements, internal business and technical considerations and regulatory requirements are incorporated into the solution design. This may include the design of user flows that outline the desired user experience (e.g., web pages or forms) in partnership with the Product Manager.  
  • Support technical team on the preparation of technical documentations, e.g. message format specification, transaction flow specification, etc.
  • Identify and validate requirement gaps and propose viable alternatives.
  • Identify and conduct feasibility analyses for proposed solutions or system enhancements, while performing impact assessments and identifying and managing risk associated with change requests, enhancements, or rework.

 

Implementation and Testing

  • Function as the liaison between users and technical team throughout the implementation cycle.
  • Ensure that business requirements are incorporated into the solution design.
  • Support User Acceptance Testing (UAT) by developing test strategies and validating test cases to confirm alignment with functional and industry requirements.
  • Guide the design and development teams towards smooth solutions integration

 

Process Documentation and Optimisation

  • Develop and maintain comprehensive operations documentation for payment services, including Business Impact Analyses, Participant User Manuals and Operating Manuals. Ensure documentation is operationally efficient and user-friendly.
  • Identify and recommend improvements to operational processes, documentation, and system functionalities

 

Reporting and Metrics

  • Support project managers by providing inputs on project progress in regular status reports and/or project dashboards for reporting

 

Stakeholder Engagement and Communication

  • Build and maintain good relationships with internal and external stakeholders.
  • Communicate promptly and effectively, addressing issues with a solid understanding of business, operational, and technical considerations to recommend sound solutions.
  • Capable of effectively communicating work with both technical and non-technical peers.
  • Present and communicate validated requirements, functional design, mock-ups to users/stakeholders.
  • Manage business and operational requirements within the agreed scope and escalate any instances of scope creep.
  • Participate in internal and external Project Steering Committees (PSC), working in collaboration with both internal and external stakeholders.

 

Requirements

 

Education and Experience

  • Preferably a degree in Business, Technology, or a related field.
  • Minimum 5 years of experience, with 4 years of experience as a business analyst, preferably within the financial services or payment industry.

 

Skills and Knowledge

  • Ability to collaborate with stakeholders to translate product requirements into functional specifications used by technology teams.
  • Knowledgeable of techniques to elicit and manage requirements
  • Proficient in project delivery tools like Microsoft Project, Microsoft Visio, Jira, or Asana.
  • Strong understanding and hands-on experience with the software development lifecycle (SDLC) and its implementation processes
  • Thrives and easily draws trends from ambiguous circumstances and addresses complex issues with sound judgement and decisions.
  • Excellent written and verbal communication skills, capable of presenting complex information clearly.
  • Strong relationship management skills, displaying proven expertise in collaborating with stakeholders
  • Good understanding of payment industry products, services, and technologies, including cross-border payments is a plus.

 

Professional Certifications

  • Business Analysis certifications such as Certified Business Analysis Professional (CBAP) or Professional in Business Analysis (PMI-PBA) will be an advantage.
