BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.

 

Team and Position Summary

The Product team at BCS leads industry wide engagements and manages the end-to-end lifecycle of payment products, collaborating closely with scheme owners and participants to ensure alignment with industry needs and regulatory requirements.

The Project Manager supports Senior Project Managers in the end-to-end delivery of projects, encompassing project planning, execution and documentation.  The role is responsible for coordinating project activities and ensuring the successful implementation of projects, while contributing to the achievement of project objectives and desired outcomes.

In addition, the Project Manager may independently lead small-scale projects, taking full ownership of all project phases, including budgeting, planning, execution, and documentation. The role is accountable for delivering projects successfully, ensuring objectives are achieved within agreed scope, timelines, and quality standards.

 

Key Responsibilities

Project Delivery Management

  • Collaborate with Senior Project Managers to develop detailed project plans, including timelines, resource allocation, and milestones.
  • Assist in coordinating project activities, ensuring that tasks are completed on time and within scope. Facilitate communication between team members and departments.
  • Track project progress and report any deviations from the plan to Senior Project Managers. Assist in identifying and addressing issues that may impact project success.
  • Develop and maintain accurate and up-to-date project documentation, including project plans, reports, meeting minutes, and other relevant materials.
  • Identify potential risks and collaborate with Senior Project Managers to develop risk mitigation strategies.
  • Assist in communicating with stakeholders to gather requirements, provide updates, and manage expectations.
  • Participate in post-project reviews and contribute to continuous improvement initiatives to enhance project management processes.
  • Adhere to governance as defined in the SDLC Framework, including SDLC checklist
  • Work with relevant stakeholders to raise and track Purchase Orders (PO) and Goods Receipt Notes (GRN)

 Reporting and Metrics

  • Assist in providing regular updates on projects to internal and external stakeholders on project status, milestones, risks, and financials, with support from Technology Division (led by Technical Delivery Manager) when needed
  • Assist in conducting post-implementation reviews together with Technology Division to assess project outcomes and identify areas for improvement.

Stakeholder Engagement and Communication

  • Build and maintain strong relationships with internal and external stakeholders. Collaborate with Senior Project Managers to facilitate effective communication with stakeholders to ensure alignment and address concerns.
  • Provide support to project team members, helping to resolve any day-to-day issues that may arise.
  • Lead and motivate cross-functional project teams, fostering collaboration and accountability.
  • Primary point of contact from BCS to interface with schemes and participants during project implementation. Drive internal and external Project Steering Committees (PSC), working in collaboration with both internal and external stakeholders.

Requirements

Education and Experience

  • Preferably a degree in Business, Technology, or a related field.
  • Minimum 2 to 5 years of experience, with 3 years of experience in project management, preferably within the financial services or payment industry.

 Skills and Knowledge

  • Good understanding of payment industry products, services, and technologies, including cross-border payments.
  • Strong project management skills, capable of developing detailed project plans, timelines, and deliverables.
  • Proficient in project management tools like Jira.
  • Strong understanding and hands-on experience with the software development lifecycle (SDLC) and its implementation processes
  • Strong decision-making abilities, with demonstrated business judgment.
  • Excellent written and verbal communication skills, capable of presenting complex information clearly.
  • Strong relationship management skills, displaying proven expertise in influencing and collaborating with stakeholders.
  • Strategic thinking and problem-solving abilities to guide project development and manage challenges effectively.

 Professional Certifications

  • Project Management certifications such as Project Management Professional (PMP) and Projects IN Controlled Environments (PRINCE2) are an advantage.
