BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.

Team and Position Summary

The Product team at BCS leads industry wide engagements and manages the end-to-end lifecycle of payment products, collaborating closely with scheme owners and participants to ensure alignment with industry needs and regulatory requirements.

The Project Manager leads the end-to-end management of projects, across proposal development, budgeting, funding, resourcing, project planning, project execution and documentation, taking ownership of the successful implementation and achievement of project objectives.

 

Key Responsibilities

Project Delivery Management

  • Collaborate with Product Manager and Technology Delivery Manager to gather requirements, assess impacts, and prioritise initiatives to ensure alignment with business objectives.
  • Work with Technology Delivery Manager and other relevant stakeholders to confirm solution and overall project budget for project delivery.
  • Define project budgets (for project delivery) and track financial performance against forecasts. Manage project budget, work allocations, manpower and resourcing needs for the team.
  • Ensure that Product Manager has initiated the project budget (for project delivery and run) approvals and provided the supporting documentation for project kick-off.
  • Develop and maintain comprehensive project documentation, including project plans and reports to manage and track project objectives, activities, dependencies, milestones and timelines.
  • Adhere to governance as defined in the SDLC Framework, including SDLC checklist.
  • Manage project progress and facilitate collaboration between various stakeholders, including close coordination with the Technology Delivery Lead for progress of technical delivery.
  • Document and track project changes, issues and risks that affect implementation and develop mitigation strategies to minimise project impact.
  • Track and resolve project issues promptly, escalating when necessary to ensure timely resolutions.
  • Ensure on time, within scope and within budget delivery, and alignment with quality standards, and scheme and participant expectations.
  • Collaborate with Product Managers to ensure all projects comply with relevant regulations and data protection laws, collaborating with legal and compliance teams to address regulatory requirements.
  • Work with relevant stakeholders to track Purchase Orders (PO) and Goods Receipt Notes (GRN).

 Reporting and Metrics

  • Provide regular updates on projects to internal and external stakeholders on project status, milestones, risks, and financials, with support from Technology Division (led by Technical Delivery Manager) when needed
  • Conduct post-implementation reviews together with Technology Division to assess project outcomes and identify areas for improvement.

Stakeholder Engagement and Communication

  • Build and maintain strong relationships with internal and external stakeholders. Facilitate effective communication with stakeholders to ensure alignment and address concerns.
  • Lead and motivate cross-functional project teams, fostering collaboration and accountability.
  • Define roles and responsibilities for team members and manage resource allocation effectively.
  • Primary point of contact from BCS to interface with schemes and participants during project implementation. Drive internal and external Project Steering Committees (PSC), working in collaboration with both internal and external stakeholders.

Requirements

Education and Experience

  • Preferably a degree in Business, Technology, or a related field.
  • Minimum 8 to 10 years of experience, with 4 years of experience in project management and large-scale project transformation, preferably within the financial services or payment industry.

 Skills and Knowledge

  • Good understanding of payment industry products, services, and technologies, including cross-border payments.
  • Strong project management skills, capable of developing detailed project plans, timelines, and deliverables.
  • Proficient in project management tools like Microsoft Project or Jira.
  • Strong understanding and hands-on experience with the software development lifecycle (SDLC) and its implementation processes
  • Strong decision-making abilities, with demonstrated business judgment.
  • Excellent written and verbal communication skills, capable of presenting complex information clearly.
  • Strong relationship management skills, displaying proven expertise in influencing and collaborating with stakeholders.
  • Strategic thinking and problem-solving abilities to guide project development and manage challenges effectively.

 Professional Certifications

  • Project Management certifications such as Project Management Professional (PMP) and Projects IN Controlled Environments (PRINCE2) are an advantage.
